Talisha Germain

Co-Director of Programs

Bio

Talisha Germain, based in New Jersey, is a Program Manager at RF Industries, where she leads strategic initiatives for key accounts, ensuring seamless project delivery and fostering strong client relationships. Previously, Talisha excelled as a Utility Relations and Networking Permitting Specialist at Crown Castle, where she optimized attachment, power, and jurisdictional permitting cycles in New York City’s dynamic market. Her ability to build meaningful relationships and drive impactful business strategies has consistently fueled success and growth within the organizations she serves.

For the past two years, Talisha has been an active member of the Women’s Wireless Leadership Forum (WWLF), serving as the New Jersey City Representative. In this role, she has worked to engage and empower women in wireless while fostering leadership, mentorship, and inclusivity. Her dedication to the industry was recognized in 2024 when she was honored as the WWLF Fellowship Award recipient.

Talisha also serves on the Board of Directors for the New Jersey Wireless Association, where she focuses on advancing initiatives that inspire women to take on leadership roles and break barriers in the industry. She is deeply committed to mentoring others, sharing her journey of perseverance and purpose to motivate those around her to pursue their goals with confidence.

Outside of her professional life, Talisha is a devoted mother and avid traveler. Alongside her teenage daughter, she enjoys exploring diverse cultures and cuisines, embracing the values of connection, inclusivity, and growth. Talisha’s story is a testament to resilience, proving that it’s never too late to chase your dreams. She is passionate about giving back, inspiring others, and creating opportunities for individuals to unlock their full potential.

Beth Yglesias

Co-Director of Programs

Bio

Beth Yglesias has served in various leadership roles throughout her 20+ year career in the telecommunications industry. Currently she serves as the National Sales Director for Amentum Digital Infrastructure (formerly known as Jacobs Telecommunications). She enjoys building relationships and delivering solutions to boost Amentum’s presence and business growth. In addition to oversight of outside sales activities and budgets, Beth is responsible for the inside sales team to include proposal management, pipeline management, branding, collateral, and industry engagement through various events throughout the year. Prior to her sales role, Beth served in various operations and technical roles. She currently maintains her Professional Engineering status in several states and has a degree in Civil Engineering from Auburn University.

With a passion for people engagement, Beth frequently serves as a volunteer or committee member for the various state wireless associations. She is in her seventh year serving on the executive leadership team for WWLF. Beth had the privilege of serving as WWLF’s 2024 mentor for the Fellowship Program.

In addition to her professional responsibilities, Beth is enthusiastic about mentoring young professionals, as well as, engaging in STEM and STEAM volunteer opportunities. She participates in the development of the WWLF Trailblazers program which promotes and empowers middle school and high school aged females to pursue careers in the telecom industry. Encouraging young minds to follow their passion in a technical field while giving real life perspective and guidance is extremely rewarding for her.

Outside of career and volunteer activities, Beth enjoys lake life with her husband in North Carolina. Together they have six grown children who visit regularly. In addition to serving others through local church and community activities, she enjoys traveling cross country in their RV, frequent trips to Europe, and visiting family in Puerto Rico.

Kristen Beyer

Co-Director of Programs

Bio

Kristen Beyer is a veteran in the telecommunications industry with over two decades of experience. She has been a long-standing committee member for the South Wireless Summit, the Florida Wireless Association Golf Committee Lead, a NATE Trade Show Committee member, and a huge supporter of Music Movement. As a dedicated member and mentor of the Women’s Wireless Leadership Forum (WWLF), Kristen is currently serving as the Executive Director of Programs – Mentorship.

Kristen began her career in telecommunications with Nextel in 2004. She spent the first half of her career managing large-scale programs for Sprint, Verizon, and Ericsson. Kristen found her niche in the industry when she became the National Director of Business Development, a role that allows her to leverage her extensive experience and leadership skills in guiding the mentorship program.

Kristen graduated from the University of Central Florida with a bachelor’s degree in business administration. In her spare time, she enjoys spending time with her family, coaching weightlifting, and watching her son play soccer.

Rachel Metzler

Co-Director of Membership

Bio

Rachel Metzler is the Manager of Contract Compliance at Crown Castle, based in Pittsburgh, PA. She has been in the telecommunications industry since 2021 and is passionate about driving efficiency and empowering teams in contract development and management.

Rachel is currently serving as the Executive Director of Memberships for WWLF. She is committed to fostering collaboration, supporting women in leadership, and expanding opportunities for members in the wireless and digital infrastructure industry.

In her free time, Rachel enjoys spending time with her husband and two young children. She loves being outdoors, riding bikes with her family, and exploring new places. Additionally, Rachel has been a group fitness instructor for over 10 years and enjoys leading classes that inspire others to achieve their goals.

Debra Mercier

Co-Director of Membership

Bio

Debra Mercier is based in Chicago, IL, and specializes in technology enterprise sales. With over 25 years of experience in business development and leadership, her passion for the telecom industry is unparalleled, as is her unwavering support for her numerous clients and partners. Debra possesses a remarkable ability to develop and implement business strategies that consistently drive company growth, foster long-term customer satisfaction, and cultivate positive relationships.

Debra has been a dedicated contributor to the Women Wireless Leadership Forum (WWLF) for over 10 years. She was elected Vice President for the 2020-2021 term and has served as Executive Director of Programs. Currently, she is supporting mentorship efforts in her role as Executive Director. Debra attributes her success to building strong, long-term relationships with her clients, industry leaders, and the incredible mentors who have guided her throughout her career.

A staunch advocate for women's rights in the workplace, Debra is committed to empowering hardworking women in the wireless sector. She shares her story to support the future growth of professionals in the industry.

Debra’s journey embodies hard work, persistence, and drive. It reflects her perseverance through challenges and captures both struggles and triumphs. Ultimately, Debra’s story is one of success.

Kim Montgomery

Co-Director of Education

Bio

Kim Montgomery is the Wireless Infrastructure Advisor/Sales Leader for Ameron Pole Products, a division of Arcosa. She fosters collaboration between carriers, municipalities, utilities, and technology leadership as they navigate the complexities of wireless and smart infrastructure.

Since joining the wireless industry in 2022 after making a leap from her parent company’s corporate marketing department, Kim has channeled her learnings from a multi-year career in marketing and public relations spanning industries such as energy, higher education, non-profit, and event management. She is a rare (and proud) native Houstonian and welcomes the opportunity to travel to new parts of the country which still aren’t as great as Texas, but are new to her.

Danielle Etzbach

Co-Director of Education

Bio

Danielle Etzbach brings over 25 years of progressive experience in the telecommunications industry and is a pioneering leader known for driving innovative ideas and solutions to expedite the delivery of complex, time-sensitive projects. Currently, Danielle works at Cox Communications, Inc., where she leads a team of Project Managers, Construction Managers and Vendors across multiple geographic locations.

Danielle has been actively involved with WWLF for over 13 years, serving as a volunteer, mentor, and most recently as the Events City Representative in Atlanta. She is also an active member of the Georgia Wireless Association and Women in Cable Telecommunications (WICT). Outside of work, Danielle enjoys spending time on the tennis court, relaxing at the beach, or hiking in the mountains. Often, she is accompanied by members of her “telecom tribe,” the cherished friends she has made throughout her career.

As Co-Executive Director of Education at WWLF, Danielle is eager to foster a culture of continuous learning, and to create opportunities for current WWLF members to invest in their personal development journeys.

Michelle Floyd

Co-Director of Marketing & Communications

Bio

Michelle Floyd has nearly five years of experience in the telecom industry and is currently based in Atlanta, GA. She serves as the Project Manager of Engineering Services for Tower Engineering Solutions (TES), a Congruex company. Michelle has also contributed to TES’s marketing efforts and contributed to WWLF’s marketing initiatives last year. Actively involved in the local WWLF Atlanta chapter, she now proudly serves as Co-City Chair.

Before her telecom career, Michelle built her resume in the sports and media industry, working with the Atlanta Braves, ESPN, and Fox Sports, and contributing to the production of major events such as the Super Bowl and World Series.

Outside of work, Michelle is a world-traveling softball player who has competed in two Pan American Games, two World Championships, and the Olympic Trials. She remains passionate about the sport and has her sights set on competing in 2028.

Annette Mahoney

Co-Director of Marketing & Communications

Bio

Annette Mahoney, PMP, DASM, is a seasoned Project and Program Manager with over 20 years of experience spanning various industries. Known for her adeptness in tackling complex challenges and bringing clarity to intricate situations, Annette thrives on projects that demand creative problem-solving.

Her expertise managing projects extends across all levels of telecommunications, including standards development, hardware R&D, electronics manufacturing, software development, site design, site acquisition, and construction. She also has extensive experience in designing processes and implementing project management systems as part of a Project Management Office (PMO), ensuring operational efficiency and consistent project success. She serves as the Specification Program Manager at FiRa Consortium, where she oversees the development of technical standards for ultra-wideband technology, showcasing her leadership in driving innovation and industry advancement.

Since joining the Women’s Wireless Leadership Forum (WWLF) in 2019, Annette has been an active and dedicated volunteer. She served as the Orange County/Los Angeles City Representative from 2022 to 2024 and contributed to the Industry Relations team in 2024. Through these roles, Annette has worked to foster connections, collaboration, and professional growth among women in the wireless industry.

Outside of work, Annette is passionate about food, family, travel, and culture. She enjoys exploring new places, trying new cuisines, and learning about the history and culture of different regions—then recreating exciting new dishes to share with friends and family.

Jennifer Winters is the Vice President of Business Development at Motive Infrastructure, leading growth and innovation in the wireless industry. Caroline Bleser

Caroline Bleser is currently serving her first term as the Executive Director of Sponsorship. She also leads channel partnerships and business development at KMM Logistics and Network Services, a Dallas-based telecommunications services company. Before joining KMM, Caroline built a distinguished career in management consulting at Grant Thornton, where she worked across multiple industries. She holds a finance degree from Indiana University. Originally from Chicago, Illinois, Caroline now resides in New York City, where she enjoys traveling, exploring new restaurants, and experiencing live music.

Laura Lora

Co-Director of Events

Bio

Laura Lora currently serves as Co-Director of Events for WWLF. 

Laura is one of 3 founding partners of LCC Law, which open its doors in 2001 and after 15 years of successful business, rebranded to LCC Telecom Services, LLC in 2015. Laura is an attorney licensed to practice law in the State of Illinois. She completed her undergraduate studies at Florida International University where she earned a Bachelor of Arts with a major in Political Science and International Relations, a minor in Latin American and Caribbean Studies and went on to receive her Juris Doctor from DePaul University College of Law in 2000. Laura entered the wireless industry by being recruited by a tier-1 carrier as a Property Specialist in the Detroit Market.

Laura is a native of the Dominican Republic, and speaks fluent Spanish and French. Laura enjoys traveling, reading and spending time with her family and friends.

Arleth Carbajal

Co-Director of Events

Bio

For the last 14 years, Arleth Carbajal has been a dedicated telecom professional. In that time, she has grown from the front desk, accounting and eventually moving into a project management role. She is currently a Program Manager at Pyramid Network Services, LLC where she oversees projects, fosters client relationships, and cultivates a positive work environment.

Outside of her role, Arleth is an active member of several volunteer organizations: Illinois State Wireless Association (Director), Wisconsin Wireless Association (Board), and Women’s Wireless Leadership Forum (Several roles in Events). Through her leadership in these organizations, she has successfully driven volunteer engagement, increased event participation, and enhanced industry connections. These roles reflect her dedication to professional growth, community involvement, and giving back to the industry.

Beyond her professional commitments, Arleth enjoys spending time with her family, which includes her husband and three children. She finds joy in painting, baking and movie nights.
